Mespil Visitor Parking Tags Application

Temporary Permit

Please note the following:

Visitor Parking Tags will not be valid at any other location or any other day.
Visitor tags are valid for a maximum of three hours between 9am to 6pm Monday to Friday.
A visitor tag used after 6pm is valid until 9am the next morning. If a visitor tag is used after 6pm on a Friday it is valid until the following Monday at 9am.
Each visitor tag must be fully completed with the apartment number using the tag, date of use, start time of use and registration number of vehicle filled in on the parking tag.
The parking spaces marked with yellow lines beside the swimming pool are available for the use of visitors to Mespil Estate residents between 5pm and 9am Monday – Friday and all day on weekends and bank holidays. No visitor tags or parking permits are required to park in the yellow marked spaces during these times. Please note Mespil Office have the use of these spaces during business hours Monday - Friday between 9am - 5pm.
The Visitor Parking Tag fee is Euro 10.00 for 10 tags or Euro 20.00 for 20 tags.
Tags will not be issued if any requested information is excluded.
Vehicles displaying an invalid parking tag will be automatically clamped.
Clamping appeals will only be dealt with through APCOA PARKING IRELAND.

All tags must be returned to the owner of the apartment should residents no longer reside on the Mespil Estate.
You will need to start the application process again if your payment fails. Your application will not be processed until the Visitor parking tag application fee is received.

If the applicants name does not correspond to list of owners held by APCOA the visitor tags will not be issued and the application fee will not be refunded.

Parking Regulations - Mespil Estate

COPSE (MANAGEMENT) CLG - PARKING RULES AND REGULATIONS

The Owners in Mespil Estate decided to introduce parking control regulations due to the issues and demands over parking spaces. There is a limited amount of parking in the development. Currently, there are less than 200 parking spaces to share among 300 residential apartments. 

The purpose of the regulations is to allow the use of the parking facilities for residents, owners and short-term visitors while protecting against unauthorised use of the car park. The parking system is supported by enforcement of the permits and visitor tags by a parking control company, APCOA, to ensure that vehicles display the required valid permits or visitor tag. 

The parking regulations may not suit all the needs of visitor parking to the estate however it is the view of the Board for Copse (Management) CLG that priority for parking must be given to owners and residents of the estate. Owners are responsible to inform their tenants of the parking regulations in place. 


Annual Resident Permits
·	Resident parking permits are valid for one year in line with the calendar year. All permits expire on 31st December. A new application must be submitted prior to 31st December each year to receive a parking permit for the following year.
·	Applications for an Annual Residents Permit form can be made on-line through the APCOA https://apcoa.azurewebsites.net/Copseform or press ctrl and click here
·	Paper application forms can be collected from Wyse Property Management at 94 Lower Baggot Street, Dublin 2 or 141 Upper Leeson Street, Dublin 4.
·	The annual permit allows you to park in Mespil Estate, spaces are not allocated and permits do not guarantee you a space.
·	The permit administration fee is a non-refundable €50 fee.
·	Residents requesting an additional permit must make a formal request to the Board of Copse (Management) CLG.
·	A permit may be issued to an owner not living in Mespil, but a second permit will not be issued to their tenant.
·	Parking permits must be returned to the apartment owner should residents no longer reside in Mespil Estate.


Visitor Parking
·	Visitor Parking Tags are available from APCOA for visitors parking in the general resident parking spaces in the estate. A book of 10 tags cost €10 or 20 tags costs €20.
·	We strongly advise residents and owners to keep a stock of visitor tags for use in the case of unexpected visitors or emergency maintenance visits. 
·	Applications for visitor parking tags can be made on-line through the APCOA website,

·	APCOA also accept payment by cheque or postal order by post to APCOA, Unit18A, Park West Business Park, Dublin 12 or payment can be accepted over the phone using a credit or debit card. The contact number for ordering visitor tags from APCOA is 01 6516900
·	Once payment is made the visitor tags are posted to the residents or owners apartment address in Mespil Estate. Please allow 2-3 working days for receipt of visitor tags by post.
·	In exceptional circumstances APCOA allow the collection of visitor tags from the APCOA office. Please note the APCOA office is not a public office. APCOA reserve the right to refuse the collection of visitor tags.

Where to park:
·	Vehicles with a valid permit or visitor tag must park within the white marked resident spaces.
·	Spaces reserved for private business parking, i.e. 14 spaces with parking bollards behind Rowan House, and Mespil Office, i.e. yellow marked spaces, must only be used by those business permit holders during the signposted normal business hours.
·	Mespil Estate is clearly sign posted with the details of the parking controls in operation.
·	If you are unsure of the parking locations please refer to the Mespil Estate parking map.


A car will be clamped when:
·	No valid resident permit or visitor parking tag is displayed on the vehicle windscreen. Notes on dashboards are not valid.
·	The permit or visitor parking tag has been tampered with.
·	The vehicle is not parked within a marked resident parking space.
·	The vehicle is obstructing in an aisle, on yellow lines, in hatched areas or blocking a fire escape or entrance.
·	The annual permit number does not match the registration number on application form.


De-clamping and enquiries to APCOA only:
·	APCOA are the only company authorised to de-clamp a vehicle. The APCOA Enforcement Officer on duty is employed to clamp and de-clamp vehicles as instructed by the procedures and guidelines prescribed. Once a vehicle is clamped the Enforcement Officer is not empowered to remove the clamp until a de-clamp payment is made.
·	A vehicle will only be de-clamped on payment of the clamping fee.
·	In certain circumstances errors or valid reasons need to be considered by appeal. Therefore, a no fee appeals procedure is in place through APCOA to facilitate those persons wishing to lodge a written appeal for review and consideration after a de-clamp payment has been made. All appeals should be submitted no later than 60 days from the date of the occurrence of the clamping activity.
·	Any appeals will be considered after a de-clamp payment through the appeals section on the APCOA website, or in writing to the APCOA Appeals Department, Unit18A Park West Business Park, Dublin 12. Written appeals must include the notice number, car registration, site which your vehicle was clamped, i.e. Mespil Estate, and any reasons why the clamping charge should be reimbursed.
